Why do we need federal laws to make bullying a crime and to require schools to have anti-bullying policies? Billy Wolfe, from Fayetteville, Arkansas, was bullied relentlessly in high school for three years. The bullying was even video'd on a cell phone. School administrators did nothing to protect him. Now they may get away with it because they didn't have official anti-bullying policies.
